Village Hall heating project - loan application approved

The Council's application for a loan of £50k, towards the cost of a mains gas installation, new heating system and improved insulation for the Village Hall complex, has been granted. Village Hall heating project - Council granted permission to borrow

The Parish Council has been granted permission by the Department for Communities & Local Government to borrow up to £50k towards the cost of a mains gas installation, new heating system and improved insulation for the Village Hall complex. An application for a loan has been submitted to the Public Works Loan Board and this should be processed before the end of April. Village Hall heating - Council to apply for loan

At an extraordinary meeting on 24th February, the Parish Council agreed to apply for a £50k loan towards the cost of a mains gas installation, new heating system and improved insulation for the Village Hall complex. The new system would be much more energy efficient and more responsive to the needs of hirers, many of whom have told us that the premises are, at various times, either too hot or too cold. Keeping heating costs in check should also enable the Council to maintain hire fees at a reasonable level, which would help the numerous non-profit organisations and organisers of community activities who hire the premises on a regular basis. The relevant loan repayments would be substantial, but, based on professional advice received, they should be more than offset by reductions in heating bills, and should accordingly have no effect on the Parish Council precept. The first step in the process is for the Council to submit an Application for Borrowing Approval to the Department for Communities & Local Government. If borrowing approval is granted, the Council will then submit a loan application to the Public Works Loan Board.

New heating to be installed?

Council considering new heating system for Village Hall

At an extraordinary meeting on 24th February, the Parish Council will consider raising a loan from the Public Works Loan Board to finance:

  • a gas mains connection for the Village Hall complex;
  • replacement of existing electrical storage heaters and wall mounted heaters with a gas-fuelled central heating system;
  • and improved insulation.

The new system would be much more energy efficient and more responsive to the needs of hirers, many of whom have told us that the premises are, at various times, either too hot or too cold.
